It is the size of the ﬁnal package – the extent of ambition, measured by new market opportunities, global welfare gains, strengthened rules with adequate ﬂexibility for the weakest and the most vulnerable – which will enable an assessment to be made as to whether the round was worth the negotiating eﬀort and the cost of participation, since its launch in 2001.
